take a look at drew barrymore. Over the last 15 years she's done both heavy haired eyebrows and pin-thin eyebrows. There's definately a difference, key is to find the right one for you. Best option, start off defining your eyebrow and shaping it slightly, there's this thing to be wary of, over-pluckage. You can always remove hair, if its still too thick, but u can't as easily put back hair (without waiting for re-growth), should it become a little to thin.

Absolutely!!! I would suggest for eyebrows, to have someone at a salon wax them. Then you can pluck the strays as they grow back.
