A friend of mine had a similar problem it was due to a hormone inbalance. Perhaps get a blood test done or even speak to a dermatologist ( skin specialist )I am a woman and i have VERY thick DARK facial hair. What can i do other than bleaching or waxing.?
try doing threading. it's a hair removal method practised by the Indians. it better than waxing cos it pulls hair from the root.

The best product out you can buy at Walgreen's or CVS...things like that it is a sally Hansen kit that comes with a gentle cream remover and a wrinkle correction stick, that you can also use to slow hair re-growth, way better than nair for the face, it is faster and smells better also... just a FYI I always use neosporin on my skin right after to slow or stop any redness to the skin!

Unfortunately shaving is the only alternative I could imagine.
While this may not suit your budget, Laser hair removal works best for dark hair and is permanent, so in the end you will reap the rewards. Until you can finance this, I would visit a doctor and see if she can make any safe and permanent suggestions.
